Vizag growth hub initiative gains momentum with PMU bid
Visakhapatnam: NITI Aayog has submitted its report "Developing Visakhapatnam Economic Region as a Global Economic Hub" under the Vizag growth hub initiative. The report envisions Vizag Bay City between Kailasagiri and Bheemili, Vizag 2.0 extending up to Bhogapuram, an education city near Gambheeram, a health hub near Bhogapuram, and IT clusters around Madhurawada, Anandapuram, and Kapuluppada, alongside proposals for individual districts.To carry this vision forward, the Greater Visakhapatnam Municipal Corporation (GVMC) has been tasked with end-to-end project development and implementation within the VER area. GVMC has floated a request for proposal to select a consultancy firm as the project monitoring unit (PMU).According to officials, the VER is a high-priority strategic initiative of Andhra Pradesh govt aimed at developing the Visakhapatnam metropolitan area and its surrounding regions into an internationally competitive economic zone. The VER encompasses Vizag city along with contiguous districts including Srikakulam, Vizianagaram, Anakapalli, Alluri Sitharama Raju district, etc.The selected PMU will provide comprehensive technical, financial, managerial, and advisory services to GVMC and Greater Visakhapatnam Smart City Corporation Limited for the planning, development, and implementation of projects under VER. This includes undertaking detailed reviews of existing plans and data, identifying and prioritising projects across sectors such as housing, transportation, water and sanitation, solid waste management, social and economic infrastructure, and digital systems.
The PMU will also support the preparation of master plans, sector plans, and area development strategies, while ensuring alignment with state and central government programmes. The VER is envisioned to attract large-scale investment in manufacturing, logistics, IT/ITeS, port-led development, clean energy, and knowledge industries. It is expected to leverage Visakhapatnam's strategic location on the Chennai–Kolkata industrial corridor, the proximity to the deep-water port, connectivity infrastructure including the upcoming bhogapuram internatoinal airport, rail and road networks, and the availability of skilled human capital.Envisaged as the principal technical advisory arm, the PMU will deliver end-to-end support — from project conceptualisation and feasibility studies to stakeholder engagement, policy formulation, financial structuring, and monitoring. Within the first three months, it must produce an inception report, situational analysis, and a prioritised project pipeline, followed by sectoral master plans.Its mandate includes DPR documentation, financial models, PPP frameworks, policy recommendations, and procurement support. Continuous monitoring will be ensured through monthly, quarterly, and annual reporting, backed by a PMIS dashboard. The PMU will also build capacity within GVMC and GVSCCL staff and submit a final project completion report.
